Morocco | Final evaluation of the SABIL program

Launched in 2019, Sabil was an ambitious €162 million programme, funded by AFD and the European Union, aimed at strengthening initiatives for the economic integration of young people and the convergence of public employment policies in Morocco.

The final evaluation involved conducting around 50 interviews with project stakeholders and its ecosystem (AFD, Expertise France, World Bank, GIZ, ministries, ANAPEC employment agency, and regional actors – Wilaya, regional investment centres, regional councils, local employment and entrepreneurship initiatives) in the three wilayas concerned.
It documented achievements and difficulties, and reviewed lessons learned with a view to future project formulation in Morocco.
