Togo | Development of the monitoring and evaluation (MEAL) system for the GEDEC project
The Local Public Services Strengthening Programme – Sanitation and Waste, was launched in order to ensure the sustainability and structuring of municipal waste management services. The implementation of the first component, “GEDEC Togo” (Waste Management and Decentralization Project), was delegated to Expertise France, under the sponsorship of the Ministry of Territorial Administration, Decentralization and Territorial Development (MATDDT), in partnership with Gret and Entrepreneurs du Monde.
As part of the project implementation, Red Mangrove supported the design and deployment of a Monitoring, Evaluation, Accountability and Learning (MEAL) system tailored to the GEDEC Togo project. More specifically, the assignment included:
- Clarifying the project’s intervention logic and analyzing monitoring information needs, through the definition of relevant criteria and indicators.
- Formalizing monitoring processes and tools, through the development of a tailor-made monitoring and evaluation plan and the establishment of appropriate tools for data collection, reporting, consolidation and analysis.
- Defining the project target values and developing survey methodologies for both the baseline and endline assessments.
- Developing a dashboard to provide synthetic visualization of information and facilitate decision-making, results analysis and reporting.
- Supporting project teams in adopting and using the system, in order to facilitate ownership and operational use.
- Developing an evaluation and learning framework and reference guidelines, enabling the documentation of good practices and fostering a learning dynamic.
