ZAMBIA | Assessment of the Skills Development Levy
To meet the growing need for vocational and continuing training, the Zambian Government introduced a levy (Skills Development Levy) in 2016, which contributes to a fund managed by the vocational training regulatory authority (TEVETA).
With the introduction of major new legislation (apprenticeship law, sectoral skills frameworks, etc.) on the horizon, an evaluation of the fund was deemed necessary in order to consolidate its achievements and address its weaknesses in anticipation of an even greater influx of applications.
Red Mangrove was called upon to carry out this assessment through a very broad consultation of all stakeholders: employees, companies, umbrella organisations, vocational training centres, donors and local authorities. The findings and recommendations were intended to validate and guide the future development of the fund in terms of:
- Institutional and strategic positioning
- Governance
- Organisation and accountability
- Fund allocation mechanism (internships, apprenticeships, continuing education, strengthening the training ecosystem, innovation)
- Efficiency of the application processing process
- Mobilisation of resources and expenditure arrangements
