MADAGASCAR | Strategy and Monitoring Plan for the Malagasy Vocational Training Fund

The interim evaluation carried out by the firm in 2024 identified the strengths of the FMFP, which lay in its governance, its associative and joint model, and its innovative offering to non-contributing companies through the Equity window thanks to pooled funds. Several areas for improvement also emerged, with a view to enhancing effectiveness and efficiency and further strengthening the quality of the entire ecosystem.

The implementation of these projects required more in-depth reflection on the FMFP’s new vision, its missions, its transformation plan and the positioning of its resources in terms of monitoring and evaluation. Red Mangrove was called upon to facilitate these discussions and organise them into a strategic plan:

  • Production of the fund’s new vision and new missions
  • Redefinition of the FMFP’s value proposition to each of the stakeholders in continuing vocational training
  • Prioritisation and detailing of projects within a strategic action plan
  • Redefinition of the theory of change, indicators and monitoring direction in the organisational chart
  • Production of a new monitoring plan
