Mali | Redesign of the AFD Private Sector Development Program

Following the crisis in Mali in 2013, Red Mangrove conducted a study to redesign the Support to the Private Sector Program (PASP) of the Agence Française de Développement (AFD) in Mali. The objective was to adapt the AFD’s intervention to fit the needs of SMEs in key sectors (agribusiness, tourism and services) in the peri-urban areas of Bamako and Segou, as well as to assess the appropriate positioning of the AFD given the evolution of donors and programs.

For this program, which budget was € 5.9 million, Red Mangrove was asked to propose relevant interventions to strengthen the competitiveness and the potential of Malian SMEs. Our tasks included the validation of the various parameters, the identification and budgeting of the future activities, the proposition of the most appropriate project management entity and the definition of the role of each stakeholder. Red Mangrove also designed financing models, implementation schedules, monitoring indicators and evaluation mechanisms.
